The fisheries minister Svein Ludvigsen released a press report that outlines 13 of the 38 new permits will be placed in protected fjords. In fact he has been sly that he has pushed through his plans before the parliament has fished with the new act. He has granted 38 new permits before parliament has had a chance to finalize the new act. This is an indicator of what he thinks of this new national protection act.

Groups such as Norsk lakseelva will have a battle on their hands if they are to stop this almost criminal act.
